Allthreaded features shall have a countersink or chamfer, countersink diameter equalto the major diameter by 90°, chamfers diameter equal to the minor diameter by 90°.

It seems like the "all threaded features" here are intersections between part surfaces and threaded areas instead of fastener or screw threaded features.
